Changes to the Booking Process for Learner Drivers Driving Tests

From 12 May, learner drivers driving tests will have a new booking process. Only learner drivers themselves will be able to book, change, or swap their own driving tests. Driving instructors and other third parties will no longer be allowed to make bookings on behalf of learners. This change aims to reduce long waiting lists and prevent the bulk-buying of test slots by bots and resellers.

New Booking Rules and Restrictions

Previously, driving instructors could book tests for their students. However, this is now banned following concerns about misuse. A BBC investigation revealed that some instructors were offered payments to sell their official test-booking login details to touts. These touts then booked tests in bulk and resold them to learners at inflated prices, sometimes charging up to £500 per test. Standard test fees remain £62 on weekdays and £75 during evenings, weekends, and bank holidays.

Learner drivers should first confirm with their instructor that they are ready to take the test and obtain the instructor’s reference number. This number must be entered during the booking to ensure the instructor’s availability. While you can assist someone you know with booking or managing their test, they must be present during the process, and all confirmations must be sent to their email or phone number. If the learner does not have an email, you can help them set up an account.

Limits on Changes and Test Centre Restrictions

Since 31 March, learners can only make two changes to their booked test slot. Under the previous rules, up to six changes were allowed. Changes include altering the date, time, test centre, or swapping slots with another learner. Multiple changes made simultaneously count as one change. If more than two changes are needed, the learner must cancel and rebook the test. Refunds are available if the cancellation is made at least 10 working days before the test date.

Starting 9 June, learners can only move their test to one of the three test centres closest to the original booking location. It is important to book only at a test centre you intend to use and to select a realistic date based on your readiness.
